Why didn’t the City of Black Jack Annex Jamestown Mall:

 

The main reason is there was never a huge financial advantage to the residents or the City to annex Jamestown Mall because of the method in which sales

tax revenue is distributed. St. Louis County (the owner of the Mall) and Black Jack are classified as “B” Pool Cities.  What that means is sales tax revenue 

collected is shared funds and the funds are distributed based on population. All things considered; it was a great financial decision that the mall was never

annexed into Black Jack.  The City would now be responsible for the leasing, operation, maintenance or tear down of the mall.

Black Jack residents do not pay an annual Real Estate or Personal Property tax to support the City’s general revenue. The taxes we pay annually is to pay off a Black Jack resident voter approved Street Bond to overlay our City streets.  This 20-year bond expires in 2024. Most of the taxes we pay is to fund the schools and fire district.
